Keuzegids HBO 2027: Saxion maintains position with slightly higher total score
The national Keuzegids 2027 (Higher Education Comparison Guide) was published on Thursday, 8 October 2026. This guide gives an overview of all applied university bachelor's and associate degree (ADs) programmes offered by higher professional education (HBO) institutions and how they compare. The guide rates 59 bachelor’s degree and 14 AD programmes at Saxion. Saxion has once again achieved a stable position like last year, with a total score of 61.5 slightly up on last year (61) and the year before that (59.5).
Seven top study programmes
The Keuzegids awards a quality seal to every bachelor's or associate degree programme that achieves a score of at least 75 points out of a maximum of 100. Once again 7 Saxion study programmes have been awarded the top-rated programme quality seal this year. These are the bachelor’s degree programmes:
- Podiatry Enschede (86)
- Chemical Engineering Enschede (81)
- Finance
- Tax & Advice Enschede (77) Engineering Physics Enschede (76) and
- Biology & Medical Laboratory Research Deventer (75).
The associate degree programme Software Development in Enschede (87) and in Deventer (76) have also both been awarded the seal of quality.
Out of the 73 Saxion study programmes assessed, 23 were rated as ‘above average’ or ‘well above average’. This year no Saxion study programmes were classified as 'well below average'.

About the Keuzegids (Higher Education Study Comparison Guide)
In the Keuzegids 2027 the rating given to bachelor’s degree programmes is based on 5 themes and 2 performance indicators that are all equally weighted. The five themes are taken from the National Student Survey 2026. The performance indicators (degree certificate within 5 years and progression rate into year 2) count for 28.6%, with the themes taken from the National Student Survey accounting for 71.4%. For associate degrees there was just one performance indicator (progression to second year), which accounts for 16.7%, with the other 83,3% coming from the survey ratings.
